Fact #1: Historically, the FCHR has had a slight preference for complainant’s who are female.

Evidenced by the disparity of its 14% rate and its 12% rate [for 'cause' determinations] between the two groups.

Takeaway #1: Despite its gender preferences, the FCHR still maintains a practice of rendering no cause determinations at a high rate.

Note #1: these records come from a subset of all complaints.
Reason: complainant's don't always indicate their Sex when filing FCHR complaints (see disclaimer).
