Fact #1: Historically, the FCHR has had a significant preference for complainant’s who are not Christian.

Evidenced by the disparity of its 15% rate and its 5% rate [for 'cause' determinations] between the two groups.

Takeaway #1: Despite its religious preferences, the FCHR still maintains a practice of rendering no cause determinations at a high rate.
