(b) The administrative law judge shall serve the decision promptly on all parties to the proceeding and their counsel. Thereafter, the administrative law judge shall transmit the case file to the Office of Federal Operations including the decision and the record. The record shall include
the investigative file, if any;
referral notice;
motions;
briefs;
rulings;
orders;
official transcript of the hearing;
all discovery and
any other documents submitted by the parties.
